Gewaltiger Fidesz-Erfolg bei den Auslandsungarn<\/h1>\n

Seit Sonntag (10.\u00a0April) liegt das offizielle Endergebnis der Neuwahl des Parlaments vom 3.\u00a0April vor. Es sind nunmehr auch die Stimmen der Auslandsungarn ber\u00fccksichtigt. Hier gilt es, zwei Kategorien zu unterscheiden. Wobei der wesentliche Unterschied ist, ob ein Wahlberechtiger in Ungarn einen Wohnsitz hat oder nicht.<\/p>\n

Diejenigen im Ausland lebenden Stimmberechtigten, die \u00fcber einen Wohnsitz in Ungarn verf\u00fcgen, konnten rund um den Globus in einer diplomatischen oder konsularischen Vertretung pers\u00f6nlich ihr Wahlrecht aus\u00fcben. Diese Personen haben sowohl eine Erststimme (Wahl eines Direktkandidaten in einem Wahlkreis) als auch eine Zweitstimme (Wahl einer Landesliste der Parteien).<\/p>\n

In 145 Au\u00dfenvertretungen in 97 L\u00e4ndern lie\u00dfen sich 65.500 B\u00fcrger mit Wohnsitz in der Heimat registrieren, von denen letztlich gut 57.600 von ihrem Wahlrecht Gebrauch machten. Am Nachmittag des 6.\u00a0April traf auch die letzte versiegelte Urne aus dem Ausland ein. Es handelte es sich um eine Wahlurne, die in Hanoi aufgegeben wurde und 36 Stimmen enthielt.<\/p>\n

Die M\u00f6glichkeit per Brief zu w\u00e4hlen, haben Stimmb\u00fcrger ohne Wohnsitz in Ungarn. Es handelt sich dabei um ethnische Magyaren jenseits der Trianon-Grenze mit doppelter Staatsb\u00fcrgerschaft. Also solche, die in den ungarischen Siedlungsgebieten des heutigen Rum\u00e4niens (Siebenb\u00fcrgen), Serbiens (Batschka und Banat), der Slowakei (entlang deren S\u00fcdgrenze zu Ungarn) und der Ukraine (Karpaten-Ukraine) leben.<\/p>\n

F\u00fcr die Briefwahl haben sich 456.000 Auslandsungarn im Vorfeld der Parlamentswahl registrieren lassen. Da bei den Briefw\u00e4hlern mangels Wohnsitzes in Ungarn kein \u00f6rtlicher Ankn\u00fcpfungspunkt vorliegt, k\u00f6nnen sie nur eine Zweitstimme f\u00fcr eine bestimmte Landesliste abgeben.<\/p>\n

Wie hat sich dadurch das vorl\u00e4ufige Endergebnis (135 Fidesz-KDNP, 56 Oppositionsb\u00fcndnis \u201eEinheit f\u00fcr Ungarn\u201c [Egys\u00e9gben Magyarorsz\u00e1g\u00e9rt<\/em>], 7\u00a0Heimatbewegung [Mi h\u00e1z\u00e1nk Mozgalom<\/em>], 1\u00a0Ungarndeutscher) ver\u00e4ndert?<\/p>\n

Erstens ist der Budapester Wahlbezirk 13 (16. Stadtbezirk im Nordosten) zugunsten der Opposition gekippt. Der Fidesz-Bewerber Krist\u00f3f Szatm\u00e1ry (46) hatte nach dem vorl\u00e4ufigen Ergebnis einen denkbar knappen Vorsprung von 38 Stimmen, jetzt hat der Postkommunist Zolt\u00e1n Vajda (47) die Nase vorn, mit 468 Stimmen. Dadurch ist das oppositionelle B\u00fcndnis mit 57 Mandaten im Parlament vertreten.<\/p>\n

Zweitens vermochte die Fidesz-KDNP durch einen weit h\u00f6heren Stimmenanteil bei den Auslandsungarn ein zus\u00e4tzliches Listenmandat erringen, sodass die Mandatszahl von 135 im Endeffekt gleichgeblieben ist. Verlierer ist die Heimatbewegung, welche jetzt nur mehr sechs Mandate innehat. Sie kann aber trotzdem eine Fraktion in der Volksvertretung bilden (daf\u00fcr sind zumindest f\u00fcnf Sitze notwendig), was Vorteile mit sich bringt (Vertretung in den Aussch\u00fcssen, finanzielle F\u00f6rderung).<\/p>\n

Bekanntlich f\u00fchrten Beobachter au\u00dferhalb Ungarns \u2013 etwa Ernst Gelegs vom ORF oder der Analytiker Paul Lendvai \u2013 den Erfolg von Viktor Orb\u00e1ns Fidesz zu einem Teil auf die ihrer Meinung nach von der Regierung beherrschten Medien zur\u00fcck. Diese Annahme kann nach der Ausz\u00e4hlung der Stimmen der Auslandsungarn nicht mehr aufrechterhalten werden. Denn die au\u00dferhalb des Landes lebenden Wahlberechtigten standen naturgem\u00e4\u00df nicht im Banne der angeblichen Fidesz-Propagandamaschine und stimmten trotzdem mit \u00fcber neunzig Prozent (!) f\u00fcr die Regierungsparteien; magere vier Prozent entfielen auf das Oppositionsb\u00fcndnis und blo\u00df ein Prozent auf die Heimatbewegung.<\/p>\n","protected":false},"excerpt":{"rendered":"
