Juli verschoben. Noch am Freitag hatte der republikanische Pr\u00e4sident mit der Ma\u00dfnahme ab 1. Juni gedroht \u2013 nun bleibt Br\u00fcssel ein Monat Aufschub, um Verhandlungen zu f\u00fchren. Das gab Trump am Sonntagabend auf Truth Social bekannt, nachdem EU-Kommissionspr\u00e4sidentin Ursula von der Leyen telefonisch um eine Fristverl\u00e4ngerung gebeten hatte.<\/p>\n<p>\u201eEs war mir ein Privileg\u201c, lie\u00df Trump wissen \u2013 mit dem Verweis, die Gespr\u00e4che w\u00fcrden \u201erasch\u201c beginnen. Von der Leyen sprach auf X von einem \u201eguten Gespr\u00e4ch\u201c und k\u00fcndigte an, man wolle \u201eschnell und entschlossen\u201c zu einem Deal kommen. Dass die EU jedoch zu ernsthaften Zugest\u00e4ndnissen bereit ist, darf bezweifelt werden \u2013 zu oft hat man sich in Br\u00fcssel an die eigenen roten Linien geklammert.<\/p>\n<p>Trump hatte die Strafz\u00f6lle mit \u201efehlender Fortschritte\u201c in den Gespr\u00e4chen begr\u00fcndet und insbesondere EU-Mehrwertsteuern, regulatorische H\u00fcrden f\u00fcr US-Firmen und die uneinheitliche Zollpraxis der Mitgliedstaaten kritisiert. Laut dem Handelsbeauftragten der USA (USTR) geh\u00f6ren dazu auch technische Standards, Umweltvorgaben und Verpackungsrichtlinien, die US-Produkte vom europ\u00e4ischen Markt fernhalten \u2013 trotz internationaler Zertifizierungen.<\/p>\n<p>Fakt ist: Die USA und die EU pflegen die weltweit engste bilaterale Handelsbeziehung \u2013 aber auch eine der asymmetrischsten. W\u00e4hrend europ\u00e4ische Waren vergleichsweise ungehindert in die USA gelangen, sehen sich US-Exporteure mit einem Fleckerlteppich aus Z\u00f6llen, Normen und Vorschriften konfrontiert. Fisch und Meeresfr\u00fcchte: bis zu 26\u202f% Zoll. LKWs: 22\u202f%. Fahrr\u00e4der: 14\u202f%. Pkw: 10\u202f%. Verarbeitete Lebensmittel: extrem kompliziert.<\/p>\n<p>Ein zentraler Kritikpunkt: das sogenannte Meursing-System, das Z\u00f6lle auf Basis von Milchfett-, Zucker- und St\u00e4rkegehalt berechnet \u2013 ein b\u00fcrokratischer Albtraum f\u00fcr US-Exporteure. Hinzu kommt: Die EU hat keine zentrale Zollbeh\u00f6rde. Jeder Mitgliedstaat setzt seine eigenen Regeln durch \u2013 inklusive nationaler Interpretation.<\/p>\n<p>Ob es nun zu einem Deal kommt, bleibt offen. Trump hat der EU die Pistole auf die Brust gesetzt \u2013 erneut. In Br\u00fcssel wird man hoffen, dass er sie noch einmal einsteckt.
