J\u00e4nner) mit 59\u00a0% erwartungsgem\u00e4\u00df gewonnen. Sein popul\u00e4rer\u00a0Herausforderer Robert Kyagulanyi (38), besser bekannt als Bobi Wine, muss sich mit 35\u00a0% bescheiden. Bobi Wine ist\u00a0im November 2020 im Wahlkampf verhaftet\u00a0worden, auch sonst legen Musewenis Schergen \u2013 zum Beispiel eine bewaffnete Spezialeinheit in der Hauptstadt Kampala, der sein Sohn vorsteht \u2013 dem Mitbewerber jede Menge Hindernisse in den Weg. Nun soll sich der Kontrahent in Milit\u00e4rgewahrsam befinden, weil er das Ergebnis der Wahl in Zweifel zieht.<\/p>\n<p>Der 76-j\u00e4hrige Museweni steht seit 35 Jahren an der Spitze Ugandas und tritt nun zu seiner sechsten Amtsperiode an. Und m\u00f6chte zumindest die n\u00e4chsten f\u00fcnf Jahre bleiben. Nur wenigen ist bekannt, dass er seine politischen Lehrjahre in einem Versteck im nieder\u00f6sterreichischen Weinviertel verbracht hat.<\/p>\n<p>Mitte Juni 1985 hat das Wirtshaus \u201eZum gr\u00fcnen Hirschen\u201c am Hauptplatz von Unter-Olberndorf eine Schar illustrer Logisg\u00e4ste, es handelt sich um eine Gruppe von neun Schwarzafrikanern. Angeblich ein \u201eAfrikaseminar\u201c, wie sie im Anmeldeformular eintragen. Die Wirtin Leopoldine Bayer sorgt sich r\u00fchrend um ihre exotisch anmutenden G\u00e4ste, hat freilich keine Ahnung, um wen es sich da genau handelt. N\u00e4mlich um den F\u00fchrungskreis der ugandischen National Resistance Movement\u00a0(NRM)\u00a0mit einem gewissen Yoveri Museweni an der Spitze. Im Extrazimmer des Gasthauses arbeiten sie das sogenannte Unter-Olberndorfer Manifest aus, das sp\u00e4ter Kern von Ugandas Verfassung wird.<\/p>\n<p>Angesichts der nunmehr bereits jahrzehntelangen Gewaltherrschaft von Museweni wirken manche Punkte des Manifests eher wirklichkeitsfremd. Da ist etwa unter Punkt 1) zu lesen: <em>Demokratie: Aufbau einer Basisdemokratie durch Bildung von gew\u00e4hlten Volkskomitees auf Dorfebene. <\/em>Oder Punkt 7): <em>Beendigung\u00a0von Korruption und Machtmi\u00dfbrauch.<\/em><\/p>\n<p>Es sind hehre Gedanken, denen Musweni damals in Unter-Olberndorf vielleicht wirklich angehangen ist. Sp\u00e4ter geht er den Weg vieler afrikanischer Herrscher, wie zum Beispiel Paul Biya in Kamerun (seit 1982 Pr\u00e4sident), Joseph-D\u00e9sir\u00e9 Mobutu im Kongo (1965-1997) oder Robert Mugabe in S\u00fcdrhodesien, das sich jetzt Simbabwe nennt.
